To keep control and avoid the economy from falling apart, Vladimir Lenin (1870-1924) suggested a New Economic Policy or the NEP. Under the NEP, trading was permitted as well as production in the industrial and agricultural sectors. The peasants were still needed to turn over a percentage of their output but any surplus were theirs to keep or even to sell to make money.
Opposing the beliefs of communism, farmers can hire workers and lease land under the new policy. There was privatization among small and medium enterprises though the government maintained control of large enterprises, the finance sector, transportation, foreign trade, and others that were considered “commanding heights” at that time.
In 1921-2, Lenin re-introduced money to re-monetize the economy that’s comprised of barter, quotas, and centrally issued economic directives. Within lower than 7 years, production in several parts of the economy reverted to pre-revolutionary levels. Nor did the NEP die with Lenin. It carried on for four years after his death in 1924.
It was not a perfect policy at all.
Inflation and the regulation of prices among non-agricultural goods were exactly what characterized the NEP. Grain hoarding became widespread among the peasants. NEPmen or private traders took benefit of the situation and created a black market dealing in goods. Joseph Stalin (1879-1953) was the General Secretary of the Communist Party and he reestablished the production quotas in agriculture in 1929 and prohibited private trading after that, in 1930. Before that, in 1928, Stalin presented the first of the 5-Year Plans, completed in 1928 to 1932 and which substituted market mechanisms with central planning. It was the end of the New Economic Policy.

But such laws are child’s play if compared to the real solutions they must address in order to get Americans back to work. No more can these politicians ignore the benefits of full time employment, the employer paid health insurance policies which most employers offer and the means for mothers and fathers to care for their kids.
Some have questioned the wisdom of supplying MFN trade status to China. After all, China is a communist country, has a terrible human rights record and frequently exports products that contain dangerous amounts of toxins. Along with harmful products, China is also the benefactor of many of the job losses in Democracies around the globe. Many individuals think, and for good reason, China’s MFN trade standing really should have been revoked many years ago.
Sophisticated remedies for handling declining tax revenue, and excessive government budgets, will take significantly more then spending cuts to correct. Politicians around the planet must face reality with the fact that domestic businesses are unable to compete with foreign workers that make $0.70 per hour or even less in countries like China. To flourish in a global marketplace, leaders must understand that all countries require a manufacturing base so that their citizens produce more then debt that can be traded globally.

There are plenty of elderly people out there that are more than capable of actually driving which is why they should take a test before their license is just taken away.
